These breathing exercises can help in relaxing your nervous system and if done on a regular basis may help to lower your BP.
Kapalabhati normally is not to be advised to be practised when suffering from high BP but if you take it gentle it may aid your overall well-being and make your nervous-system stronger.
I forgot to mention that after the breathing exercises you should take 5 minutes at least to lay down and let the body integrate all the changes. Good luck!
